In its first twelve years, Dahomey suffered five successful coups — six by some counts — and earned a cruel nickname: the sick child of Africa. Then came eighteen years of military rule, most of it under a Marxist-Leninist banner — and then, in February 1990, something new: close to five hundred delegates met in a Cotonou hotel, declared their conference sovereign, and talked a dictator out of power without a shot fired.
